Continuing Professional Development

According to Subparagraph 14 of Paragraph 1 of Article 15 of the Law, appraisers are required to undertake continuing professional development courses every three years.

In accordance with the Regulation on the Continuing Professional Development of Appraisers and Experts and the Issuance of Certificates for Completion of Professional Development Courses, approved by the General Assembly of the Association on September 5, 2024 (hereinafter – the Regulation), appraisers who are members of the Chamber of Appraisers “Self-Regulatory Organization ‘Commonwealth of Appraisers of Kazakhstan’” (hereinafter – the Commonwealth) must complete professional development courses (seminars) totaling at least 60 (sixty) hours of training within 3 (three) years, but not less than 10 (ten) hours per year. Experts must complete professional development courses totaling at least 16 (sixteen) hours of training within 3 (three) years, but not less than 4 (four) hours per year. This period begins on the date following the approval of the Regulation – September 5, 2024.

Mandatory training hours for professional development courses (seminars) are conducted by the Commonwealth or by organizations previously accredited by the Commonwealth that provide professional development services for appraisers and experts. The remaining additional hours are completed in accordance with the procedure established in paragraph 7 of these Rules.

Mandatory hours, totaling not less than 30 (thirty) hours of the professional development course, include the study of theoretical and practical issues related to valuation standards, including International Valuation Standards, the legislation of the Republic of Kazakhstan on valuation activities, and topics related to valuation and valuation activities, inventory, construction, investment activities, financial accounting and reporting, auditing, management accounting, finance and financial management, taxation, insurance, law, and ethics.

Additional hours of the professional development course are intended to develop professional, intellectual, specialized and functional, personal, interpersonal, communicative, organizational, and managerial skills, as well as professional values and attitudes.

The following activities may be credited toward the additional hours: completion of professional development courses in the Commonwealth or organizations accredited by the Commonwealth that provide professional development services for appraisers and experts, as well as professional activities such as defending and/or writing or publishing scientific papers, articles, reports, and books on current issues in valuation activities; participation and/or presentations at conferences, forums, briefings, trainings, seminars, courses, and other events; participation and work in special working groups related to valuation and economics; as well as teaching and research activities. The procedure for recognition of such hours is determined by the Board.

Accreditation of organizations providing professional development services for appraisers and experts is determined and approved by the Board of the Commonwealth and published on the official website of the Commonwealth.

Evaluation and recognition of additional hours is carried out by the Commonwealth in accordance with internal rules published on the Commonwealth’s website based on monitoring results.

Courses are conducted by the following specialists:

  1. teachers with relevant experience in the field of the course;

  2. certified trainers trained with the participation of Kazakhstani and international experts;

  3. specialists and employees of appraisal companies and specialized organizations with at least 5 years of work experience;

  4. faculty members of higher educational institutions that train specialists in pedagogical and relevant professional fields.

Course duration:

  1. short-term courses – at least 8 academic hours;

  2. long-term courses – at least 20 academic hours.

One academic hour of the course equals 45 minutes.

The Commonwealth maintains a list of appraisers and experts who have completed professional development and monitors the completion of professional development by appraisers and experts. The purpose of the monitoring is to identify cases of untimely and/or insufficient (in terms of number of hours) completion of professional development courses.

The Commonwealth determines the need for professional development and establishes the requirement of continuous professional development for appraisers and experts as a mandatory condition for maintaining their membership.

Appraisers and experts must submit documents confirming completion of professional development courses to the Commonwealth no later than February 1 of the year following the year in which the courses were completed.

Appraisers who are directed to professional development by decision of the Disciplinary Council or the Quality Control Council are required to complete the relevant specialization courses as determined by the Board.

Professional development for appraisers and experts is conducted on a mandatory basis in accordance with the schedule of professional development courses (seminars) approved by the Executive Body of the Commonwealth and published on the official website of the Commonwealth.

Professional development courses for appraisers and experts may be conducted using distance learning technologies (online format). In the case of online courses, the Commonwealth may use a remote web portal as well as a program (platform) that ensures continuous and high-quality delivery of courses online (or other information and communication technologies).

The number of participants in online professional development courses must be at least 10 (ten) persons.

An appraiser participating in online professional development must meet the following requirements:

  1. have a computer or laptop and internet access with a connection speed of at least 100 kb/s;

  2. ensure a connected camera for identity verification.

Appraisers who successfully complete professional development courses (seminars) are issued a certificate of completion of professional development courses for appraisers (in the organization’s own format) indicating the course topic and number of hours.

Certificates are not issued during conferences, congresses, conventions, or other events related to the dissemination of knowledge.

The Commonwealth maintains a register of issued certificates and records of completed hours.

Appraisers and experts who fail to accumulate the required number of hours are held liable in accordance with the legislation and internal documents of the Commonwealth.
