For candidates of future appraisers and experts

Candidates applying for certificates of qualification “appraiser”, “expert”, shall take a qualification exam.

Individuals who have a higher education in the specialty “Appraisal” and (or) a higher technical or economic education, who have completed training or retraining in accordance with the program and in the number of hours approved by the chamber of appraisers, as well as an internship with an appraiser for a period of at least one year, are admitted to the qualification exam to receive a certificate of assignment of the qualification “appraiser”.

The training program, professional retraining of candidates for appraisers and the amount of hours should correspond to the standard program approved by the authorized body in the field of evaluation activities.

Appraisers shall be allowed to take a qualification exam for obtaining the certificate of qualification “expert”.

Persons shall not be admitted to the qualification examination in case of non-compliance with the requirements established by this Law.

The decision on refusal in admission to the qualification exam shall be sent by the chamber of appraisers to the person not later than fifteen working days from the date of receipt of the application.

Appraiser and expert candidates undergo training in the following areas:

in (specialization of) «Evaluation of real estate»:

– General disciplines – 30 hours

– A section of specialization for appraisers: valuation of movable property – 50 hours

in (specialization of) «Evaluation of real estate»

– General disciplines – 30 hours

– A section of specialization for appraisers: real estate valuation – 40 hours

in (specialization of) «Evaluation of intellectual property, intangible assets value, business evaluation and business participation rights»:

– General disciplines (legal regulation of appraisal activities, appraisal standards, micro- and macroeconomic principles of market pricing, accounting and auditing principles, taxes and taxation, mathematical methods of analysis in appraisal activities): 30 hours

– A section of specialization for appraisers: intellectual property valuation, intangible asset valuation – 40 hours

– A section of specialization for appraisers: business valuation and business participation rights – 40 hours      

Expert Specialization Module:

– General Disciplines – 30 hours

– Expert Specialization – 20 hours
