Qualification exam

The qualification exam shall be conducted in written form.

The persons who have passed the qualification exam shall receive a certificate of qualification as an “appraiser” or “expert”, indicating the certificate number, surname, name, and patronymic (if specified in the identity document).

            Decisions on the assignment of qualification “appraiser”, “expert” shall be posted on the Internet resource of the Chamber of Appraisers.

Persons who have not passed the qualification exam shall be allowed to retake it at the expiration of three months from the date of the decision of the qualification commission.

To be admitted to the qualification exam, the candidate shall submit to the qualification commission an application in the form according to Appendices 1 and 2 to the Rules for conducting the qualification exam to confirm the qualifications of candidates for appraisers and experts, approved by Order No. 517 of the Minister of Finance of the Republic of Kazakhstan dated May 5, 2018 (hereinafter referred to as the Rules), for each type of specialization.

The application must be submitted by mail, through the Chamber of Appraisers’ online resource (if there is no automated web portal, a scanned copy must be submitted), or in person.

The candidate must attach the following documents to the application:

1) a copy of the higher education diploma (not required for candidates applying for the “expert” qualification);

2) a copy of an ID card;

3) documents certifying the candidate’s completion of training or professional retraining in accordance with the program and for the number of hours approved by the Chamber of Appraisers;

4) documents certifying completion of an internship (not required for candidates applying for the “expert” qualification).

The candidate’s application and documents are reviewed by the qualification commission’s working body, established by the Chamber of Appraisers, within 15 (fifteen) business days of their receipt.

Candidates whose documents meet the established requirements are admitted to the qualification examination based on the decision of the Chamber of Appraisers, which is sent to candidates no later than 15 (fifteen) business days before the examination date.

Lists of candidates registered for the qualification examination are posted on the Chamber of Appraisers’ website.

In case of failure to submit or improper execution of the documents stipulated by paragraph 7 of the Rules, the decision to refuse admission to the qualification examination shall be sent by the chamber of appraisers to the candidate by mail or through the Internet resource of the chamber of appraisers (if there is no automated web portal, a scanned copy), or in person no later than 15 (fifteen) working days from the date of receipt of the application.
