General Meeting

The General Meeting of the Commonwealth members is the highest governing body of the Commonwealth.

The General Meeting of the Commonwealth members shall be convened as necessary, but not less than once a year.

The list of persons entitled to participate in the General Meeting of members of the Commonwealth is compiled based on the data from the Register of Members.

The competence of the General Meeting of Members of the Commonwealth is contained in the Charter of the Commonwealth and in the Regulation on the General Meeting of Members.

Board of Directors

The Board is the Commonwealth’s collegial governing body, comprising at least nine members, one of whom is the Board’s Chairman.

The members of the Board and the Chairman of the Board are elected by the General Meeting of the Commonwealth members for a term of three years.

Director

The Director of the Commonwealth is the executive body and is elected by the General Meeting of the Commonwealth’s members.

The Director is the first leader of the Commonwealth.

He represents the interests of the Commonwealth in Kazakhstani and foreign bodies and organisations, manages the property and funds of the Commonwealth, concludes agreements, issues powers of attorney, opens current and other accounts in banks, recruits staff for the Commonwealth in accordance with the approved cost estimate and staffing schedule, issues orders and carries out other activities, except for issues referred to the exclusive competence of the General Meeting and the Board.

Expert Council

The Expert Council is a body of the Chamber of Appraisers, the purpose of which is to conduct an examination of the appraisal report.

The regulations governing the activities of the expert council are approved by the general meeting of the chamber’s members.

The Expert Council of the Chamber of Appraisers is composed of appraisers who hold a certificate of qualification as an “expert”.

Members of the expert council are elected by the chamber of appraisers’ general meeting for a term of two years.

Audit Commission

The Commonwealth Audit Commission is the Commonwealth’s control body. It inspects the financial and economic activities of the Commonwealth, carries out audits of the state and accounting of material assets, provides practical assistance to the Commonwealth on matters related to its financial activities, and presents the results of inspections to the General Meeting of Members of the Commonwealth.

The Chairman of the Board and members of the Board, as well as the Director of the Commonwealth and employees of the Commonwealth, may not be members of the Audit Commission.
